Download apps on hotspot

I have a Ipad air with a Verizon Jetpack 4G LTE Hotspot. Whenever im connected with my ipad to the hotspot and attempt to download or updatea app it will show the circle like its about to start download and then it will say "unable to download at this time". I connect to my home wifi and it works fine. My co worker has a Ipad 4th Gen. with the same hotspot as I do and he can download and update apps from his hotspot or my hotspot. Which makes me assume it some setting on my ipad preventing this. When i first got my ipad the downloads worked fine on the hotspot and about a month ago this started happening. I checked the settings on my Hotspot and everything seems to be ok, just not sure what else I can do to fix this problem. I am updated to the most recent versions of software on my Ipad and Hotspot.

Have you tried forgetting the network with the hotspot just like you would do with any network that you want to troubleshoot?

Settings>WiFi>Jetpack Name>Forget this Network. Restart the hotspot, quit the App Store app, reset your iPad and try again. You will have to enter the hotspot password again in order to rejoin the network.

In order to close apps in iOS 7, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.

Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
