Will Accepting the new terms and conditions cost me if i download free applications/updating the existing application?

After accepting the new terms and conditions, if i download a free app will they charge me??? Also updating the existing applications will be charged??

Free applications are always free. Updating an application is usually free. See this article for clarification -
