All I did after the iOS8 update was updated to iCloud Drive. I ignored this on initial setup, but when my shortcuts all disappeared, I then went in and did in settings. I then did an iCloud backup on all devices after upgrading to Drive and the shortcuts came back....and stayed permanently.
Again, I am no expert here, but in the couple weeks since, I have not lost my shortcuts again.

I have iCloud documents I need to access from my iMac and can’t afford to move over to iCloud Drive just yet, so I have to deal without shortcuts for now. To avoid the database corruption issues I had with iOS 7, I deleted my shortcut databases straight from the file systems with iBackupBot while I wait.
I really wish Apple would build better backwards compatibility into its products. It certainly has the resources to do so. Dumping “old” products and removing all support for them overnight is incredibly disruptive for people who use their devices to do real work and have their own schedules to keep.

Oct 8, 2014 10:55 AM in response to Pushdaby Eric Shawn2,Hmmm...The problem with this, for me, is that the last few times I tried to update iCloud Drive, it got stuck. All I see is "Upgrading" and the spinning wheel beside it. The first couple of times, I thought it just takes a little while. But after leaving it for the whole day, it was still "Upgrading" with the spinning wheel. I had to sign out and back into iCloud to get it to stop. But after signing out and in again, it shows iCloud Drive as "on". But then it tells me I need to upgrade iCloud, because my current free on doesn't have enough space to back up my phone. And I don't even use iCloud. Why do I need to pay for a service I don't use?
If this is the fix to keep shortcuts, then I'm SOL. Stupid iOS 8.

Barring the iCloud Drive update. I signed out of iCloud and back in. iCloud Drive says "on". But turned everything off on iCloud, except Contacts, Backup (but turned everything off within the Backup option, as I don't need any of them backed up, and I'd have to pay for more space on iCloud to be able to), and Find My Phone.
Shortcuts came back because of signing out and in, but I'm thinking because I kept Backup "on", my shortcuts haven't disappeared. It's been about an hour and half now, and they are still there. Before doing these steps, my shortcuts would disappear after only a few minutes of signing out and in to iCloud.
I'll keep an eye out to see if my shortcuts disappear again. Post back if this helps anyone else as well.

Oct 9, 2014 2:48 PM in response to Eric Shawn2by Eric Shawn2,Except for a wifi glitch that made my shortcuts disappear for a few seconds, my shortcuts haven't disappeared. And all I did was what I posted.
I even turned off Backup just to see what would happen. But the shortcuts stayed. I'm guessing because I chose to do an actual Backup on to iCloud. My shortcuts synced, a remained in sync. That's just my guess based on the trial and error methods I've done.
But it still points a finger to issues with iOS 8. As I've never had to do any of these under iOS 7, and never had issues with shortcuts. Another thing to point out. Since updating to iOS 8, my generic charging cable I use at work no longer works as it used to when I was using iOS 7. I get a message saying it's incompatible. And it either isn't charging, or charging extremely slow. Prior to iOS 8, that cable charged my 5S pretty quickly, with no issues. Oh Apple. *shaking head*

PROBLEM:Keyboard shortcuts fail, but they do appear in the list on Settings; General; Keyboard; Shortcuts?
WORKAROUND:
Turn OFF iCloud Drive.
Presto!
Keyboard shortcuts work...
Turn ON iCloud Drive.
Test shortcuts.
A-Okay!
You may need to do this several times a day, as needed, whenever keyboard shortcuts stop working.

Oct 15, 2014 1:27 AM in response to GeoFan49by webbadger,Thanks @GeoFan49. After long agony, at last they all came back after simply turning off iCloudDrive and a (MBP iTunes) sync. Didn't even "need to do this several times," just once. And they've all stayed now.
Why didn't they be nice and warn us about this? Ugh.

Oct 17, 2014 3:03 PM in response to webbadgerby XianNewman,Well I've upgraded to Yosemite and still having issues with shortcuts not syncing between my Mac and iPhone - and they've disappeared entirely from my iPad (until I do a reboot or sign out/in, at which point some of them will come back for a while, then disappear again).
So Yosemite isn't the answer.
iOS 8.1 on Monday, maybe?

After doing what I did, my shortcuts hasn't disappeared since.
It's still an unnecessary and annoying workaround, but it worked for me. Now if only Apple can make things just work again. Instead of the usual workarounds for their issues.

Oct 19, 2014 7:13 PM in response to XianNewmanby MightyMac,Just reporting my experience with this issue since upgrading to Yosemite, and enabling iCloud Drive across all devices. It ended up deleting all my shortcuts, including the ones on my Mac. I basically lost everything, but I made sure I had copies of all my shortcuts typed elsewhere since this issue started. I've tried various tricks all posted here, and some experimentation of my own. Nothing has worked for me. After all my devices were upgraded, I started from scratch and entered all my shortcuts on my Mac first. They have fortunately stayed, but my iOS devices are unreliable in this regard. Rebooting brings them back for a short while. I have however noticed that the shortcuts appear automatically on my iPhone without any reboots or intervention, but eventually disappear again. Since my Mac is stable in retaining what I re-entered, I can only hope that iOS 8.1, due tomorrow, will put an end to this issue. For the first time since I joined MobileMe, which eventually became iCloud, I have experienced data loss. I am just glad that I back up everything of value to me. The move to iCloud Drive has also created a ton of sync issues with most of my apps, but I have managed to sort them all out. This pesky shortcuts bug remains.

Unfortunately there is no export option that I am aware of unless there is a terminal hack or script. Had to do it the old fashioned way. Funny thing is that since Apple had this feature sync, I deleted Text Expander to simplify my workflow. Really wish I hadn't. I also deleted my Text Expander backup from DropBox :-/.
