    I turned off:

    My Photo Stream

    iCloud Photo Sharing

    and Summarize Photos

in the Photos settings.  When I reopened Photos it successfully migrated the photos.  I was then able to turn those items back on and Photos still worked.

Will turning off photo stream and icloud photo share delete all The pictures? because honestly I wouldn't like all my streams deleted.

It will delete the local copies of these photos from your iPad or iPhone. When you enable it again, the photos that are currently still stored in cloud will be restored. This may be less than you are having now.

I finally fixed the problem using a slightly different process.

I turned off in settings my photostream, icloud photo sharing and summarize.

I turned the iPhone off and then back on

I opened Photos App and killed it with the multitasker

Then I went back in settings and turned back on my photostream, icloud photo sharing and summarize.

When I reopened the Photos app I have noticed that was not crashing instantly and few seconds later the iPhoto migration signal (finally) came back.

I just waited the transfer to finish and the photos app is now working.

I recommend trying this method to anyone stuck in the same bug.

    hey,

had to do this twice to get it to work and on the last time it did the drop back into the home screen. But I tried to open it again and that time it stayed and the migration started up again.

    So a big Thanks .

A note; The reason I think mine ended up hitting this bug was: I came out of Photos once the Migration progress dialogue came up. Seems apple did not expect people to do that..
