It works fine with my iPhone 4s and iPad mini.
My wife is signed into iCloud using her own apple id yet is signed into iTunes with mine (this is to enable iTunes match on her devices .. so much for family sharing) Would that make a difference?

Sep 18, 2014 9:48 AM in response to TheLatmanby Demo,Oddly enough, I have an iPad 3 and when my iPhone rang this morning, I answered the call on my iPad. I didn't think it would work on the iPad 3 either, but I was able to receive two calls already. It shocked me. I just made a call as well. I had to sign out of iCloud on my iPad then sign in again and then it worked.
Check this setting. Settings>Facetime>iPhone Cellular Calls>On.

Sep 18, 2014 10:39 AM in response to TheLatmanby j_guzaa,After update to iOS8 it didn't work and show the message like your iPad. After that I try to restore both iPhone and iPad then set it to new device with same apple id ,now it works perfectly.
PS. I use iPad 3rd gen and iPhone 5C

Sep 27, 2014 3:55 PM in response to pberkby OldMan100,ipad mini was working paired with iPhone 5 (wife). IPad Air was failing paired with iphone 6 (self).
Solution:
Signed out from FaceTime in iPad Air, signed back in and it is working fine now.
Worked around it, but this is pretty unstable and unreliable. Come on Apple...

Both devices have iOS 8 but I updated her iPad to iOS 8 after she bought her 5s and received the error message. I "Signed Out" of her iCloud and then signed back in and low and behold the error disappeared. It works even on an iPad 2.

Oct 22, 2014 3:19 PM in response to TheLatmanby billreadme,I had this problem between my Mac and iPhone 5s. What is weirder is that I could place a call with the Mac, just not accept one. Reading through some of the docs, I noticed that it said "… same Wi-Fi network."
Now, when my Mac is on my desk, it is using a network cable connected to the same Airport base station as the Wi-Fi my iPhone uses. On a hunch I unplugged the network cable, using only the Wi-Fi on my Mac and it worked immediately.
So, make sure you are on the exact same Wi-Fi network (Not just that they are on the same base station — I have two setup on my Airport Extreme, one 2.4Ghz and one 5Ghz to keep older and newer devices separate [yes, it makes a huge speed difference]), ANDmake sure your Mac (if you are using one) is not using a wired connection.
