Not really very satisfactory but at least this works on O2 in the UK. Obviously O2 trying to save bandwidth on it's 2G network.

In Bulgaria 3G network is very bad. Till now i use 2G and everything was OK.
My supplier will not reconfigure its network because of this problem.
I'm a big Apple fan but..., I think that the removal of this option is a big mistake!

iOS 7: option to toggle 3G, no LTE
iOS 8: option to toggle LTE, no 3G
Details: Russia, MTS carrier, iPhone 5 no carrier update through the installation of iOS 8.0.
MTS support says it's Apple who should release the fix. Honestly, considering I've got no carrier update, it makes sense.

Anyway..i wanted two fix one on dial edit option and calendar forward since both are not there. i am not updating it.

Probably what you can try is, reset the phone to factory and restore the backup from the icloud. During / After restore the phone will ask you to update the carrier setting, at that time do not update. Check if you have got back the 3G option.

You keep on saying that the problem lies with the carrier and not with Apple. But that is not true.
I am staying in India and using Airtel network. The nano-sim that Airtel provides supports 2G, 3G and 4G(LTE).
When I insert that sim, I get only the LTE toggle and when I keep it off, it switches to a 3G network when a very healthy 2G network is available. Since the 3G network is not strong enough, the battery drains very quickly. And sometimes when 3G signal is extremely weak, it switches to 2G. So it is not that your carrier blocks 2G altogether.
Apple iPhone by default takes the highest network toggle (in this case LTE). There should a separate 3G toggle as well so that people can switch to 2G even if 4G is available.
It is possible to do on Android devices but sadly not on Apple. You get either 2G/3G toggle(for carrier that supports upto 3G but no LTE) or 3G/LTE toggle (For carrier that supports upto LTE).
Apple should fix this issue.

It seems that some service providers like Vodafone and Airtel have registered themselves as LTE providers causing this issue. Anyways, I insisted that Apple should be more open and not rely purely of Service Provider's inputs as we all know that 3G in India is not exactly a seamless experience.
What is amazing is that the escalation manager was very supportive and has assured forwarding this issue to the developers. She has also promised to provide daily update which is amazing - I have never heard any company owning up like that... so Kudos to Apple for it.
I would request Apple to understand that unlike US and Europe (developed parts) where laws are stringent and service quality is rated really really high, the developing countries don't have those kind of laws to protect the consumers. So pls understand that Vodafone UK may not be the same as Vodafone India.
I would also request all of you to please call Apple Care and register your complaints. It will only make our case stronger and hopefully Apple can respond sooner than later else we will end up consuming the overall battery life within a week or so.

Updated my iPhone 5 to ios 8, this morning.
I am really thinking of stop using the phone just for this issue.
In 2 hours only i lost about 70% battery.
Unless they bring in a fix, I swear am not going to use this iPhone.

I just wanted you or whoever thinks it is a carrier issue to know this before you tell someone with this issue that it is their carrier which is to be blamed.

I even spoke to support ppl thy said apple might come up with a update soon.

There must be 3 options like this:
1. Cellular data
2. Enable 3G
3. Enable LTE.
It'd be perfect for everyone. It is just a minor update and many users will get satisfied.
Looking forward to hear directly from Apple.
