If links aren't coded a certain way and there is a hover effect (something happens when you mouse over it on a desktop computer), then the iPad will treat the first tap as a hover and the second will register as the actual click. It's actually extremely easy to override this in code and make the first tap register properly on the iPad but it alarms me how few sites - even large, reputable sites - don't implement it.
Could this be what you're experiencing?

I am on 8.1 now and it seems like none of the bugs I've noticed since upgrading to 8.0 have been fixed, including the annoying deactivations of multitasking gestures, which happens accross the board, proprietary and third party apps alike.
Sometims the keyboard's 'smart autocorrect' is terrible too, like right now for me. There is keyboard lag, and often they keyboard fails to automatically turn on Caps Lock after I start a new line. iOS 8.1 is still bug city!

Enable Reduce Motion. I think it is an issue with all the unnecessary effects they brought to iOS that they should just get rid of.

Nov 13, 2014 4:16 PM in response to thai_iphone4by gmeddy,Many have stated that enabling Reduce Motion fixes this problem, I just thought I should add that I have had Reduce Motion enabled the whole time, since before I updated to iOS 8. And I have this problem of multitouch gestures being disabled all the time.
I have deactivated the RM setting and noticed I still get the problem, I will now re-enable it and see how it goes.

Nov 15, 2014 8:31 AM in response to gmeddyby Rob VA,I Have the same problem. Noticed it almost immediately after setting up my new iPad Air 2. Unresolved as of iOS 8.1. I don't have any custom keyboards installed nor any notification widgets apart from the default apple ones.
Toggling the "enable multitask gestures" switch off and back on fixes the issue. At least for a little while... As soon as I'm used to the five finger pinch to home screen working again, it seems to glitch out shortly thereafter.
I'll try the Notification Center swipe you guys have suggested. Very frustrating to have a gesture I've used since the beginning (iOS 6 I think?) stop working. Apple's quality and UI consistency has really started to erode the last couple of years. If I wanted to deal with issues like this I'd buy an Android device.
