So you want to make a phone call using Siri hands free in iOS8. You tell it who to call and it initiates the call, but guess what? The speakerphone is not activated. So much for hands free calling.

That's the way it worked in iOS 7, too. If you want to make a handsfree call, use a headset. My BlueAnt Q3 works great with Siri.
Yep, no change from iOS 7. Always been that way.

You're missing the point. IOS 7 didn't have a hands free mode. What's the point of being able to initiate a call hands free but you can't actually talk without touching the phone? A real bonehead decision on Apple's part.
Use a headset.
Must enable "Hey Siri" in Settings - General - Siri, AND the device has to be connected to power. It works, I just did it.
This is just the reason thy I got to this forum. I wanted to make a suggestion:
It isn't really hands-free if I, after telling Siri to place a call, need to take the phone in my hand, or need to have headphones on while it is also connected to power supply.
It would be nice if Siri would understand a command like "Hey Siri! Call my girlfriend on speaker!".
So when the iPhone is connected to power supply and the "Hey Siri" function is enabled, the priority order (at least for outgoing calls) should automatically be speaker, bluetooth, headphones, phone (most hands-free to least hands-free).
The infrared sensor could be used to switch automatically from speaker to phone when the device is picked up and put to the ear.

Using "Hey Siri" (which only works when connected to power) still doesn't turn on the speakerphone.
The only way to automatically use the speakerphone when Siri initiates a call is to use Settings > General > Accessibility > Call Audio Routing > Speaker - but then ALL calls default to using the speakerphone.
You can use speaker hands free if you say "call xxxx on mobile on speaker"
