Hello there, Debbie.
The following Knowledge Base article offers up some great recommendations for if you find that your iTunes Library is empty:

You're missing music or other media in iTunes
- iTunes Store: Finding missing purchases and downloads
- If you've recently updated iTunes, follow steps in No content shows up in iTunes after updating.
- If you're attempting to restore your iTunes library from a backup, see iTunes: Back up your iTunes library by copying to an external hard drive.
- If your iTunes library is unexpectedly empty (iTunes for Windows only), see iTunes creates an empty library file in Windows.

Hey Pedro D,
In my case, my playlists on iTunes are there but missing from my iPhone 5 after upgrading to iOS 8. When I plug in my phone into my laptop to sync and go into the contents it's there, but after syncing, it doesn't load my playlists onto my phone. As you can probably imagine, most people have a lot of songs loaded onto their phones, as do I so I need help reloading the playlists instead of populating iTunes manually which will take days. Any suggestions?
click on iTunes and hol the shift button. It should say choose an iTunes library, click on that and Go to My Documeets > Music > iTunes. Click on the .xml file within the iTunes folder. it should load up everything.
