A scam. Quit Safari, choosing Force Quit from the Apple menu if needed, and then launch it with the Shift key held down. If that doesn't work, disconnect the computer from the Internet and try again.

These steps didn't work for me. How do I get rid of this?
Choose Go to Folder from the Finder's Go menu, provide ~/Library/ as the path, and rename the Safari folder.
