Family Sharing - Cannot connect to iCloud?

I invited my wife to join my Family Sharing group and every time she tries to accept it says, "Cannot connect to iCloud". She is clearly connected to iCloud and can access all other iCloud features but can't accept the invitation. Any suggestions??

iPhone 5s, iOS 8

I had exactly this problem from my Mac, adding on my wife to her iPhone 6 from the email link she kept getting "can't connect to iCloud" drove me mad for 2 hours

Only solution i found was to add her via my iPhone


Settings > iCloud > Family > Add family Member > {add in their iTunes id email} > sign in with their password on your phone
