It sounds like your Wi-Fi network is extremely slow and you are having issues even connecting to the App Store. I would use the following article to troubleshoot the Wi-Fi settings on the phone:
These steps in particular:- Be sure you're in range of your Wi-Fi router (access point).
- Tap Settings > Wi-Fi and turn Wi-Fi off and on. If your Wi-Fi setting is dimmed, follow these steps.
- Restart your iOS device.
- Tap Settings > Wi-Fi and locate the Wi-Fi network to which you're connected.
- Tap
and Forget this Network. - Try to connect to your desired Wi-Fi network.
Note: You may need to enter your Wi-Fi password again if your network requires one. - Turn your Wi-Fi router off and on2. If your ISP also provides cable or phone service, check with them before attempting this step to avoid interruption of service.
- Update your device to the latest version of software.
- Update your Wi-Fi router to the latest firmware2. For AirPort Base Stations, install updates using the AirPort Utility.
- Reset network settings by tapping Settings > General > Reset > Reset Network Settings. Note: This will reset all network settings including:
- previously connected Wi-Fi networks and passwords
- recently used Bluetooth accessories
- VPN and APN settings

Sep 21, 2014 8:24 PM in response to sterling rby ltrout99,IT can't be my wifi. My wifi is extremely fast at my house and I even tried it at school. App Store doesn't load or anything. Every other app does!

Sep 21, 2014 8:27 PM in response to ltrout99by Ralph9430,SSomething must have gone awry wih your update. My iPad Air is running very well with iOS 8. There are a few annoyances, especially with Safari, but in general the iPad is speedy and I have no problems connecting to the App Store.

Sep 22, 2014 2:02 PM in response to ltrout99by sterling r,The idea behind the recommended troubleshooting is to refresh, or update the network information on the phone and or router for the phone not to troubleshoot the internet connection to your router itself.
