this year when my mom got an iPhone i set it up under my apple id because i thought it would be easiest. However, our contacts have merged and photos. Not to mention iCloud is filled with both of our information. Very annoying!! Is it possible to change the iPhone to have her own apple id and her own iCloud account without totally erasing her or my account?

create a new apple id for her.
Then go to settings - iTunes/app store - sign out and sign in with her account.
Settings - icloud - delete the account and sign in with her new account.
But will this delete all of her current stuff on her phone? Obviously I'll back it up 😉
Not her apps, not sure about her contacts if she is syncing with icloud then yes, since she is using a new apple id.

How can i keep those? that's the most important thing for me to keep
they will get delete from her phone, but since you two are sharing apple id - it will be sync to your icloud account.
www.icloud.com - sign in - contacts - do you see her contacts.
IF you do, then she will have to manually add back her contacts under her new icloud account.
wow so i have to add every single contact back onto the phone? there isn't an app or program that will do that for me?
That program would've been icloud, but since she is under your icloud so are her contacts.

You can import and export iCloud contacts as using the iCloud web site.
