I upgraded to iOS 8 on an iPhone 5 and even though it appears to have finished the restore, the lock screen has been saying 'Restoring from iCloud Backup' all day. In the iCloud settings screen, there is no option to stop the restore, and restore & backup options can't be accessed because it thinks it's restoring. All other functions appear normal.

A Restore takes place in 2 parts. The first which installs the system and settings, during which you can't use the phone. The second which restores content such as music, apps, photos etc, which takes place in the background and allows you to use the phone.
All of that stuff has already restored (it's been 6 or more hours since the content restore). I think the issue may have been when I force-deleted all music while it was still restoring music. In the iTunes app, it shows 3 songs that are in the middle of downloading but are stuck. There is no option to continue, pause, or cancel these downloads.
I have the same issue. I tried starting the device and it still isn't fixing it.
It says "Restoring from iCloud Backup" on the lock screen. I also cannot do a backup on my phone through iCloud. Luckily I can plug my phone into my MacBook and do it manually but I don't want to have to do this every time I make a change to my phone.
Hello. I just got my iphone6 and it was saying the same thing on the lock screen. I think it was using up my data too.
So I tried the 'local' backup and restoring the backup to my new iphone and it fixed it for now. THANKS.
I don't use wifi and don't know why the iphone kept saying 'restoring from icloud backup'

For me the problem was solved simply by plugging in my new iPhone 6 to the computer and syncing it with iTunes. This removed the restoring from iCloud message on my lock screen. And allowed my iPhone to backup to iCloud later that night.
I figured out that doing a 'local backup' to iTunes, then restoring that backup to the iPhone fixes it.
Have you tried restarting the device.
