Safari pages saved to Reading List are not loading in airplane mode in iOS 8. It does so in iOS 7 however. iPhone shows the message: "Safari cannot open the page. The error was: "The operation couldn't be completed. Operation not permitted."

Same here. I use a lot of reading lists all of the time and since ios 8 none of them load when I am off line.
I tried rebooting the phone (5S), turning iCloud on and off, etc. Not result.
I only found out about this feature recently but it's not working for me either 😟

Same here with my iPad mini Retina. Worked perfectly on iOS 7, but since the update to 8 the same error.
I am using Pocket now (http://itunes.apple.com/us/app/pocket-save-articles-videos/id309601447?mt=8). It requires a few more taps than Safari's Reading List but does have some nice added benefits such as synchronization with browsers in Windows.
I have the same thing on my iPhone 5 and iPad Air -- it is very annoying because I take the train to work and like to save articles off-line for later reading. I've tried clearing safari history, restarting, nothing seems to fix it.

Apple is aware with all the bugs and minor errors issued with iOS 8 which is why they are releasing iOS 8.0.1 very soon. In-fact, it is already available to some carriers for some testing.
8.0.1 resolves this for me 🙂
