A more simple method is to swich to bold text and then back to normal text in - general - accessibility section of settings.
Your phone will do a partial restart but only takes a few seconds.
This causes the system to do a screen refresh similar to the language change method but a lot quicker.

Feb 15, 2015 2:27 PM in response to rsaddeyby MacPip,Darn. changing language didn't work for me. Tried English to Japanese - didn't work. As a next step I powered down, then restarted. Still no success so switched back to English. I'll try an accessibility change as suggested in rsaddey's post. Guess if that doesn't work I'll delete and reinstall the affected apps, and will recreate the bookmarks.

I had the same/similar problem on my iPhone 5 upgrading from iOS 7.x to 8.1.3.
I found that after the upgrade my bookmarks were still in Safari but that my favorites were no longer on the blank start page. After exploring the bookmarks in Safari iOS 8.1.3 I discovered there are now two (2) Favorite folders. The first Favorite folder has a star on the left the second Favorite folder has a folder icon beside it.
The first Favorite folder (with star) is empty. The second Favorite folder has the bookmarks I used to see on my start page in Safari.
My solution was to view the bookmarks in my old Favorite folder, Edit, select the bookmark and change the location to the new (star) Favorite folder. You must repeat this for every folder and bookmark that you want to move from one to the other Favorite folder. Once this is completed the bookmarks, and folders, will be on the Safari start page.
The bookmarks are still on the start page after restarting my phone. Please tell me if this helps with your problems as well.

Whenever the device is powered cycled, the problem crops up again.
Nothing has changed here with iOS 8.2

Apr 8, 2015 1:08 AM in response to elhombrealtoby archaeologygig,Brilliant!!! My ipad just randomly reset itself and the icons were white with geometric lines. I changed the language to English (Australian) - not game for Japanese, and afterwards everything was back to normal.

Thanks for this. I've been developping and using multiple HTML5 / javascript 'offline apps' that rely on client-side storage, so option to delete shortcut / recreate from Safari was a bad one since I would have lost the local data storage !
