I this can be resolved.

Follow the steps:

1. Go to Cellular Data on iPad.

2. Select APN Setting.

3. Under Personal Hotspot enter:

a. Username: (Anything will do)

b. Password: (Anything will do)

4. Hit back Cellular Data button

5. Re enter APN Settings and

6. Boom you should find personal hotspot tab right below Cellular Data again like in iOS 7

Hope this helps.

Well i got my iPad in India, Apple sells unlocked versions here. So i am tied with any provider, i can put in any carrier's sim card and it will work.

after upgrading to ios8 the "Personal Hotspot" was not visible. So as you can see in the Discussion above after putting “something” in the Username under APN settings of Personal Hotspot the “Set up Personal Hotspot” menu appeared. However I get the error about the Carrier if I tap on it…. Which does not make sense as I am using a unlocked iPad Air

It may be unlocked but you are still using a carrier, and if the carrier does not offer hotspot functionality the phone will gove you that message.

Check with your carrier whether they support HotSpot.

was nice to see that a solution was found but in may case it did not work.

iPad2 64Gb. I made a jailbreak to see if the problem was my iPad2 instead after it the hotspot was there..

since I need the iPad2 not jb, I reformatted from scratch it and no way, it seems that apple did it choosing only 3rd generation, so if you buy something remember that you have to change it after 2 year because it will be slow.. tech is going fast and we need to throw away things still in perfect condition and working..

I will abandon Apple after 30 years, they look like now the big brother and it should be time to search for a rebel.

what a shame, world is going back instead forth.

my best to everybody, ciao.

Contrary to the suggestions being made on this blog, the real issue here actually does concern the 'unlocked' nature of the device. Before you could use your unlocked iPhone to provide a personal hotspot, regardless of your carrier's terms of service; now, with i0S8, you cannot. My phone was recently restored and I inadvertently was 'upgraded' to iOS8. i0S8 includes new firmware that allows the phone carrier to prevent unlocked phone users from using the hotspot function without a subscription. So the phones are no longer really totally 'unlocked' in the common sense way a consumer would expect that to mean. Yes, it is true that carriers typically charge for hotspot service. However, it is also clear that Apple has agreed to place firmware on unlocked phones that facilitates the enforcement by the mobile carrier of these fees for hotspot service. There is nothing wrong with that per se; as much as I enjoyed getting free personal hotspot mobile data, carriers should be able to charge for their products if they choose to do so. There is nothing per se wrong with Apple agreeing to support the carrier in enforcing the terms of the carriers products as long as they are upfront about what they are doing----although this gets pretty dicey when you think about the parameters of the relationship between a carrier, non contract service, and an unlocked phone. However, it is deeply unethical and perhaps legally improper of Apple to misrepresent what it is really doing in colluding with the carrier to place firmware on a device that is otherwise described as 'unlocked'. I hope someone takes this up with Apple at an appropriate level. Or perhaps in a court of law.

Except this thread is about iPads, not iPhones. iPads are not locked.

And, no, being able to use an iPhone as a personal hotspot and always been carrier dependent. Unlike Android phones, the Apple Store has never permitted "tethering apps".

The issue exists with iOS8 across platforms.

Note the message above:

"the exact message is 'To enable Personal Hotspot on this account, contact Carrier'

this issue has started online since i upgraded to ios8. i have been using this on all older iOS versions. i never had any issue. i am sure it has nothing to do with the carrier. probably some bug in iOS8 I think."

Just like the person above, I had the same experience, but with my iPhone. I had personal hotspot service on my iPhone before ioS8, regardless of whether I subscribed to it or not with my non-contract carrier. After the iOS8 upgrade, I am forced by the phone to go to my carrier---conveniently through a new menu button that pops up when you try to turn on the personal hotspot (which is unsubtly titled 'upsell' when you hover over it). Only new firmware on the device would do this.

True, it may be that Apple discovered what it, in consultation with its carriers, considered to be a bug in earlier versions of its iOS. If the case, it would be great, however, if they would be upfront about this. It erodes trust.
