I don't think that you can, I haven't find any setting that turns it off - tapping the top edge of the screen should it to reshow if you want to go to a different tab or different site.
I also have not been able to find a setting for it. I am using lots of tabs so it is very annoying that you have to scroll back up or tap the top bar to get them to show. Why not have the choice for the end user?!? I prefer productive use over larger screen area.

I Understand how you feel, but so many users have been asking for full screen functionality in Safari since iOS 5, I believe - and now Apple has brought it to the iPad. Plus Apple wants the same look and feel going from one device to another ... From the phone or the iPod Touch to the iPad.... Keeping the same look across devices seems to be a goal of Apple's.
I understand some people might find it useful, but please make it user selectable... 😕 Will try to leave feedback as well.
Agreed very annoying and completely Unnecessary as the creek is large enough. Understandable on the phone but not on iPad.
