There is no statement from Apple yet with respect to iPhoto on iOS, other than the message that it is no longer supported, and the option to migrate the library to "Photos", when you try to launch iPhoto. That looks pretty final to me.

Send feedback to Apple that an update for iPhoto is essential, as long as Photos does not provide the most basic functionality, like tags, captions, or brushed adjustments.

You can use this form:   Apple - iPhoto - Feedback

We can only speculate. But it is clear, that a lot of programming would have been required to update iPhoto to work with Photos. The problem is, that iPhoto did not store the original photos but referenced them in the Photos app, and since the Photos.app library has been completely redesigned  and now is integrated with the new iCloud Photos library, large parts of iPhoto would have needed to be rewritten.

See if Adobe Photoshop Express will do the job for you for editing.  It's free but has feature/effect packs that can be purchased.

IIt is good I know that, but iPhoto can handle big resolution, and it is the only app I know, which can save edited photo in there full resolution
