I had this issue after iOS 10 update on my iPad and after searching the web and installing iCloud on my pc to find out how to fix my issue . . . final came across this discussion and your very simple and straight forward intructions.
It worked!! Thank you very much . . .

Check if you're connected to Wi-Fi or 4G LTE.
If you're connected to Wi-Fi, it should work.
If you don't have Wi-Fi, you need to go to your Settings>Cellular>scroll down to "Settling" and hit the white button so it turns green and then try again. It should work.
