Unlocked 5s Personal Hotspot set to on, but does not appear to appear to be working

I have a 64GB 5s, Unlocked on T-Mobile. I have an unlimited data plan with 5GB of tethering. WiFiPersonal Hotspot(PHS) appears as an option when I go into settings. I do not have an area to enter personal hotspot information under >Cellular Data>APN. (I dont think they are there for TMOBILE). I turn the PHS on and it says its started, but my pc and tablets are not showing the phone as a available access point.

Things I have done

  • Turned off Cellular data and turned back on
  • Rebooted Phone
  • Reset Network settings
  • Tried with Handoff on
  • Tried with Handoff off

I then tried to connect using bluetooth and setup a personal connection between my pc and my 5s. Lo and behold, it worked! So I know my data plan is fine.

Can someone tell me why the WiFi PHS is not working? I need it to connect to multiple devices on the road.
