It sounds like you are trying to download the PayPal app from the App Store, but it doesnt seem to want to download. I would start by quitting all the running apps on the iPhone with these steps:
- Double-click the Home button.
- Swipe left or right until you have located the app you wish to close.
- Swipe the app's preview up to close it.
Then restart the iPhone and try again:
Turn your iOS device off and on (restart) and reset
Press and hold the Sleep/Wake button on the top of your device until the red slider appears. Then drag the slider to turn your device completely off.
