Resetting password asked security question. Or email response, Apple does not recognise birthdate and cloud email asks again for password. Does not answer to other email addresses. How the heck?

The link I gave seemed appropriate for the info you provided. One cannot 'recover' passwords = security risk = only change them with proper identification procedures.
