when i hit restart and held down option, i clicked on windows but it loaded a black screen saying error loading operating system. I am running Os X 10.9.4. Does anyone know why boot camps is not working?

If you have multiple disks in the old Tower MacPro, it requires removing disks other than your designated Windows disk for installation.
You may want to take a look at How to install Windows 7 on extra Internal Disk.

I have the same issue. I'm not sure what you mean by building a USB. I have been using Boot Camp on a 2009 MacPro for years. I haven't loaded windows for a while. But when I tried recently, I got the same black screen with "Error Loading Operating System". Could one of the updates to Mac OS have caused this issue?
Loner T, thanks for responding. I am somewhat confused still. I already have Windows 7 installed on a separate hard drive, and it was booting properly (previously). Are you recommending reinstalling Windows? If so, I may have an issue since I believe I performed a free download and upgrade to Windows 7, so I would not have a CD. Also, wouldn't reinstalling wipe out everything that is currently on the Windows drive?
Did you use Bootcamp assistant to build a USB? Is this on a MacPro? On an older MacPro (Tower form-factor) it requires special steps depending on what your disk configuration is.
Can you start a new thread, and post the output the following
diskutil list
diskutil cs list
sudo gpt -vv -r show /dev/diskN (N should be your bootcamp disk).
sudo fdisk /dev/diskN
boot camp error loading operating system
