On the Mac, look at System Preferences -> Sharing -> File Sharing -> Options -> Share files and folders  using SMB

 

Not sure what to look at on the Windows system.

 

If the Windows system is sharing files, then it should appear in your Finder Side-Bar to allow you to connect, or you can connect via Finder -> Go -> Connect to server -> browse
