Maps - Cannot Determine Location

I have an iPad 4 (Wi-Fi version) and an iPad Air (Wi-Fi version), both with iOS 8.0.

When I open "Maps" on my iPad Air, the app immediately show my location on map...but when I do the same on iPad 4 the app return me this error "Cannot Determine Location". What can I do to my iPad 4 to find my location...

I turned all location option on with no result...and I connect iPad 4 to another Wi-Fi network and the result was the same...

The devices are connected to different Wi-Fi network...Should be this the reason ?
