Q: Can't create a child's account is asking me for a credit card that I already enter

I tried to create a child account but is not lettim me go through is sending me to enter my credit card info in iTunes and App Store I did it btw it was already enter but it doesn't work. What's wrong with ApplE? Please help!!!!
