1. Open Twitter
2. Navigate to Me > "Gear" Icon > Settings > Badge App Icon > "Turn Badging Off".
3. This gives control back to iOS Settings where you can turn off Badge App Icon.
not sure how new this is in Twitter versions, but i'm glad i found it.

This setting exists on the iPad but not on the iPhone.
FYI in case this happens to someone else, I went to the settings page on my phone, it was not there. I checked on my iPad, it was there. Went back to my phone, it was there! Very strange.

Apr 20, 2015 8:01 AM in response to donawaltby Gruber Kristóf,Twitter fixed this bug on 10th March. Since then a fresh install or letting the app re-authorize the push notifications (for example the way you mentioned) works.

May 6, 2015 8:34 AM in response to CatherineWalksby Friseal,It appears Twitter new app took control of the Badge App Icon. It's internal to Twitter now. To revert it back the older way, try this:
1. Go into the Twitter app.
2. Tap on the ME icon in the lower right corner.
3. Tap the "gear" icon near the top to get into the Settings.
4. Tap Settings.
5. Tap "Badge app icon" to toggle ON/OFF.
If you turn it OFF here, then the Badge App Icon will revert back to being located in the iOS Settings - Twitter > Notifications > Badge App Icon.
