I haven't read all the way down yet to see if any actual solutions were offered, but I just wanted to let you know I'm right there with you. The option for turning off the badge app icon is there in my notification settings for other things, but not for Twitter.

1. Remove the app from the device
2. Set the device datetime two days or more ahead
3. Restart the device
4. Set the device datetime two days or more ahead
5. Restart the device
6. Install the app again
7. Set the date back to the actual date
8. Run Twitter (hence it does not allow you to log in with future dates)
This way the setting reappeared for me, and I could turn it off – for about an hour. After that, the settings disappeared by itself and the badges came back

There is no badge option in notification settings of Twitter. However, iOS continues to show the badges. That's unbelievable bug! Because you don't have any control on the phone, telephone controls you.

I know dozens of people using iOS 8.x without this problem on ANY app, including twitter. Most of the people posting about in in this thread fixed it by reinstalling the app, resetting or restoring the phone. If this were an iOS bug, we all would have this problem and those troubleshooting steps would never work.

You nailed it!!
Jailbreaking typically causes weird problems like this and jailbroken phones have permanently damaged firmware which don't get fixed with "fresh install" or restoring the phone to factory settings.
