It sounds like your camera is not focusing correctly when you switch from 60 FPS to 30 FPS. That can be pretty frustrating with a new piece of hardware but we should be able to isolate it to either a software or hardware pretty easily. First, I would quit all the running apps on the phone, including the camera app:
Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.
When you have done that restart the iPhone and test the camera again:
iOS: Turning off and on (restarting) and resetting
If it persists, then I would use these steps from the following article:
iPhone: Hardware troubleshooting
- Ensure the camera lens is clean and free from any obstructions. Use a microfiber polishing cloth to clean the lens.
- Cases can interfere with the camera and the flash. Try gently cleaning the lens with a clean dry cloth or removing the case if you see image or color-quality issues with photos.
- Tap to focus the camera on the subject. The image may pulse or briefly go in and out of focus as it adjusts.
- If your iPhone has a front and rear camera, try switching between them to verify if the issue persists on both.

The video and app freeze 100% of the time in 60fps mode, and about 25% of the time in 30fps mode. Definitely seems related to autofocus as you can see the image changing focus just prior to freezing. This has been happening out of the box in both 8.0 and 8.0.2. Restore does not fix, nor does rebooting the phone or killing other apps. I don't use a case.
Please tell me this isn't a hardware issue...

Oct 5, 2014 10:26 PM in response to CongressDJby hotdognobun,It's happening to mine and every floor model Ive tested with an Apple employee. Don't bother with restore or resets it will happen every time. swapping won't be nesassary unless you have a other issue?

Once this option is enable either the video recording only last for a few 10 seconds then freezes, or when you change to other modes (e.g. to photo / Slo-mo / whatever you are changing to), the camera app will freeze!!!!!
No matter how many time you force quite the app or restarting the phone, this bug will still bothering around.
The only way to avoid is to disable the 60 FPS option the you are free.
If you want to record video at high FPS, use Slo-Mo, this records video @ 120 FPS. When you export the clips to your desktop it is without any Slo-mo, so it can still be edited like other normal video, or use iMovie on you Mac to edit the Slo-Mo section.
