Q: How to set up child's iPhone for family sharing

I get how to actually create the child apple id and add them to the family share as the organizer.  There are explicit instructions on how to do that, and anyway it is pretty straightforward.

 

What I can't figure out is how to then set up the child's iPhone with that new apple id.  I want for the child to be able to use my credit card, but any requests for new apps/music need to be approved by me.  Which is as I understand it a core part of the function of Family Sharing.

 

It seems obvious I go into cloud settings of the child's iPhone and add the new apple id there.  So I did this. 

 

I also set the new apple id up under iTunes & App Store settings.  I have no choice here, it was set to my account, and there is no way to just set this to no id at all.

 

Do I need to do anything else?

 

If I stop here, it definitely does not seem to work right.  If I try to purchase from the child's phone, it notifies me this apple id has not yet been set up to purchase and routes me to enter credit card information.  So it definitely does not work as advertised.

 

What am I supposed to do?  Why are there no instructions anywhere on how to do this?
