fix the reset and internal device error on ipod touch gen 5 ?
Would erasing all data on my ipod touch 5th gen fix the reset and internal device error ? And will I be able to sync all my stuff back on to it after?

Without knowing the exact wording of the error message I can't tel. Yo may have a hardware problem.
If no hardware problem then all should be well.
To restore from backup see:
iOS: Back up and restore your iOS device with iCloud or iTunes
If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
