processing payment for Free App

Hello,

I'm Ashok using iPhone 5S from India. I have updated to iOS8 recently. Today I'm trying to download a FREE Manchester United FC (official) but my phone is directing me to payment page and asking for Credit card Information. To test this I have given a wrong Verification number, I got a message from my bank that purchase of Rs 60 declined ! I wonder why this amount processed for free app? It's a free app! Is this is an issue in iOS 8 or another problem ?
