Based on this site http://forums.imore.com/ios-8/324439-siri-dictation-stop-working-ios-8-3-a.html I turned OFF Siri, restarted and turned ON Siri and she heard and responded to my requests again.

Apr 27, 2015 3:32 PM in response to nicole1285by adammusic,Same thing here on my dads iphone 6. ios 8.3. Tried resetting network settings & disabling & renabling siri. Still doesnt work. My brothers iphone 6 works fine. Gonna call att now & see if i can get a replacement sent out.

What worked instantly for me was to go to Settings -> General -> Reset -> Reset Network Settings...
It should automatically power off/on and Siri should be working now...

The problem here is Whatsapp messenger.
Remove it
Restart your device
Update the iOS to the latest version if you haven't already done
Reinstall Whatsapp.
Watch the the magic happen and you can thank me later.

I have already had my phone replaced once after 4 wipes. The problem came back after a few weeks of using the new phone. iPhone 6, 64GB, Space Grey

OK. A couple of points:
1. iOS backs up everything on your phone. I mean everything software wise is backed up. So this means if you have a software issue with your device that will be replicated to your new device when you restore from the cloud. Unless it is fixed with an iOS update.
2. Check your device again and see if there are any applications like Viber, magicJack, BBM messenger, or any other calling or messaging tools. If there are please remove them all. Restart device afterwards.
3. Worst-case scenario, backup on your computer with ITunes. Erase your device, during setup use your iCloud login but do not restore from the cloud, once complete with new default installation. Test Siri and see if it works well. Then you may restore from iTunes on your computer where you can decide what applications should be restored that way you use the new settings without affecting the device. Restart device afterwards.
If the problem isn't fixed by an iOS update its generally an app problem. I've learnt this over the years.

May 20, 2015 12:19 PM in response to nicole1285by alex91s,I'm having the same problem, Hey Siri suddenly stopped working (it was working on Monday and I'm sure the iPhone is connected to power). I've tried hard reset, factory reset without restoring and Hey Siri is still not working. Really weird and frustrating. Only Hey Siri is not working. Voice Memos, Messages etc. works fine. 6+ and iOS 8.3.

Jun 1, 2015 2:49 PM in response to Dubmasterzby cindeeberry,Ug ... having the same issue. Siri now not working on my replacement phone. I have looked for every app that could possibly have messaging or voice capability and removed them/restarted ... to no avail.
Weirdly, (and this happened the first go round with the initial phone) Siri picks one contact that it 'seems to be having trouble with" but then will command text a different contact with success ... almost as if it has corrupted the contact. Any further thoughts on this? Appreciate your help.

May have been an icloud/contact conflict: :
Under messages, turned on Send as SMS (was previously off)
Under iCloud, turned off contacts (so now using only gmail contacts)
restarted
Siri immediately started working again... So who knows.
