Are your kids under 13 years old? See: Family Sharing and Apple IDs for kids
If not try to add their birthdate on the https://appleid.apple.com/ page before you try Family Sharing setup again.

I'm not very sure about this topic, I would contact Apple Support (http://www.apple.com/support/appleid/) or wait until one of the forum cracks can help you;)

Sep 21, 2014 1:30 PM in response to Jan-Louisby JohnnyG76,my kids are all 13 now! It was the only way I could set them up as children using their existing Apple ID, otherwise I'd have to create all new IDs.
now now that they actually allow kid accounts they should allow us to modify old accounts.
