I have kids with iCloud accounts (actually accounts back from Mobile Me) and now I want to add them to the iOS 8 family sharing. That works but it lists my kids as Adult but they should not be because they are not 13 years old.
Is there a way to make them being listed as Children?

I have the same problem. And because they are listed as adults it seems you can't set up "ask to buy"
In addition, they both have like $80 in gift card dollars on their original account, and I can't figure out whether when they buy something it pulls from the gift card dollars, or buys on my credit card.
Family Sharing seems good in theory, but in practice I'm about ready to deactivate it, unless I can figure out these two major issues.
On further checking, I guess it does use their balance before charging my credit card for purchases, so that's good. But still would like to set up "ask to buy" but doesn't seem I can.
Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.
As far as age - you can try to change kids age by logging into manage apple id site and clicking password and security. You will have to answer their security question and be wary of consequences. Reason you need to be wary is there use to be no option to create accounts for minors under 13, so I have no idea how apple servers are going to react to that kind of information correction. I personally would just create new icloud accounts.

Yeah now that you mention it I think we had to lie about their age when we made their original account. Too much tied to their Apple IDs to make new ones, guess I'll just have to trust them not to buy things unless they have gift credit or ask me first.

The kids accounts are created linked to a family share account.
They are created with limitations, legally allowing the ask to buy.
A current Apple ID was created with it's own legal rights.
