I have this exact same issue (sorry I can't help resolve it)
have you tried login out of your App/iTunes Store (not icloud) and re-login again? Sometimes you get that endless loop if iTunes wants you to update either your password or security options.
Did you ever get this figured out?
Wasn't thrilled about Family Sharing when it first went live b/c of a lot of bugs, so put it on the back burner.
Now, with Apple Music, I'm giving it a 2nd chance but just now got into the endless loop as you described.
I've logged out and in to the App Store via Settings, via the App Store app itself, via the iTunes app itself, etc.
Still no luck to end the endless loop!
