Bluetooth Broken

My iPad 3 and my iPhone 6 do not see or discover each other at all. Maybe it is a bug in iOS 8? Anyone else have a issue like this? And my iPad doesn't have Air Drop.

I tried doing that the troubleshooting. It still doesn't work. Bluetooth is Broken. None of my devices find discover each other. ipad 3, iphone 6, iphone 5s all on iOS 8. They do not discover one another at all. The little wheel thing just goes round and round.
