iCloud photos updating AGAIN, now stuck

I restored my iCloud backup to my iPhone 6 on Friday and by Saturday it was all restored and my iCloud photo library was finished updating. Suddenly today it started updating today, and now it's been stuck in the same spot for hours. Is this an issue with iCloud or is there something I can do to get it finished.

iPhone 6, iOS 8

As a follow up, it has stopped updating but most of my photos are not available (on either my iphone or my ipad). I do have the iCloud Photo Library (beta) enabled, with the option "Download and keep originals" checked on my iphone. It is NOT able to download any of the full resolution photos prior to the beginning of June 2014. When I click the somewhat blurry thumbnail a little explanation point shows up in the bottom right. When I click "edit" I get the message "Cannot Download Photo. There was an error downloading this photo from your iCloud Photo Library. Please try again later." I'm really concerned that my photos may not be recoverable.

I'm worried that the reason is that I never migrated my iphoto library to the photo app (http://www.imore.com/ios-8-kills-iphoto-messy-transition-photos). A few months ago I did a clean install on my phone and never reinstalled iphoto. When I installed ios8 I never received a message to migrate.

This is EXTREMELY troubling as I have over 5,000 photos that I now can't access, even though I can SEE the thumbnail. If this is temporary & I just have to be patient while they fix up the icloud photo library that's fine... but not knowing if those pictures are gone forever is driving me crazy.

I was in the Yosemite beta and everything was great with the last beta update. However, with the final release today, I'm getting this same message when trying to edit some older photos.

Did you every find a resolution to this issue?

EDIT: Nevermind, they seem to be slowly beginning to work. Must be something on the back end that has to process.

I also updated all my iOS(8.3) devices with the final release iCloud Photo Library as well as Yosemite(10.10.3) Photos app. Everything was going fine while my iPad, iPhone and Mac were all uploading pics and vids to my iCloud library until I noticed on my iPhone 6, after uploading/updating several thousands pics/vids, it basically stopped at about 1100+. It keeps saying it is "uploading" but nothing is happening and nothing is being updated on my iPad. And then I noticed that 5 items are being uploaded on my Mac but again nothing is happening. The pics/vids numbers "match" on my iPad and iPhone (which makes no sense since iPhone has more pics to upload), but they do not match my Mac and all of which DO NOT match iCloud.com Photos. Both my Mac and iPhone continue to say uploading without anything actually happening.

I am worried about turning off and on the photo library setting on my iPhone because it is warning me that all the originals are not on the phone and will be removed (since i had optimized option set). I am also unsure that if I did do that, would actually help and continue the uploads.

Ive been reading that they just keep saying wait and wait for it to do its thing and it will get done but in a final release should it take hours or days for it to complete? Especially when the first 3000+ items were so quick to upload.

I have the exact problem. Turned on iCloud library and the optimising option trusting Apple that no photos / data would be lost and now a large amount of my photos have become low res and my iPhone 6 is unable to downloda the high res photos.

Apple please fix or we sue you.

Same exact problem here. And it kept re-syncing... I had quadruplets at one point before I decided to set up iPhone as new (since even after restoring from backup, I couldn't delete 1.3 GB of mystery photos.

Anyway, totally NEW phone setup. Turned on iCloud Photo Sharing (optimized) and left it for hours. The bar in the iCloud settings was not there any more, said ti was updated x minutes ago. And yep... same problem! This HAS to be an issue on Apple's server side. I did indeed successfully uploaded all my photos from the iMac's Photo App (Download Originals option).

I just bought 200 GB for this? Beyond frustrating.

I figured out a solution, and it's totally bizzare but it worked for me!!! Double tap the picture (zoom in) and double tap again (zoom out), and the picture should download like normal, or at least it did on mine. I know it's weird, so let me know if it worked!

This worked for me as well ... Thanks, Victoria :-)

To be clear, my problem & resolution was as follows: With iCloud Photo Library enabled, after changing settings from "Optimize photos on device" to "Download & restore full-resolution photos" (I'm paraphrasing, as these aren't the options verbatim), the process of downloading & restoring got stuck & could not finish downloading all full-resolution versions of photos. Following Victoria's suggestion, I went to "Photos" app, selected "all photos" and randomly chose about 6-8 photos and double clicked to zoom in, then double clicked again to zoom back out, & that seemed to kick into gear (& successfully complete) the process of downloading/restoring all full-res. photos. Makes no rational sense that this would resolve the issue, but seems to be a workaround for a bug on Apple's end.
