    Hi 2ninup,

    Welcome to Apple Support Communities.

It sounds like you’re able to send a text to another person's device with your iPhone but there is an issue when attempting to send an iMessage from your iPad. Does the other person have an iPhone and do you have Send as SMS enabled on your iPhone? Take a look at the articles linked below and ensure the other person’s device is registered with iMessage.

    iOS: Using Messages

On iPhone, if iMessage is unavailable, the message may be sent as SMS or MMS, depending on the content. Carrier messaging rates may apply. You can adjust this behavior on your iPhone at Settings > Messages > Send As SMS.

    iOS: Troubleshooting Messages

If you still can't send or receive an iMessage, follow these steps

    1. Make sure that the contact trying to message you isn't blocked in Settings > Messages > Blocked.
    2. Make sure that the contact you're trying to send a message to is registered with iMessage.

    I hope this helps.
