Personal hotspot is not in iOS 8 setting!!!!! Why???

There is no personal hotspot in setting, in iOS 8

On the previous iOS , i was using personal hotspot with my this carrier which is now are using too!

But when I update to iOS 8 , the personal hotspot is not in the setting, and also is not in cellular data in setting!

Why it is not in this update but it was in previous iOS and I used it!???
