I can't install Pages and Numbers for free on iPhone 5s but Keynote is free

The iWork apps are free with a new iOS device since 1 SEP 2013. They are free with a new Mac since 1 OCT 2013. They are also free with the upgrade to OS X Mavericks 10.9 if you had the previous version installed when you upgraded.

Existing users running Mavericks can update their apps for free from the Mac App Store℠. iWork and iLife for iOS are available for free from the App Store℠ for any new device running iOS 7, and are also available as free updates for existing users. GarageBand for Mac and iOS are free for all OS X Mavericks and iOS 7 users. Additional GarageBand instruments and sounds are available for a one-time in-app purchase of $4.99 for each platform.

I know but I have a iPhone 5s with IOS8 purchased this year.
Pages and Numbers must be free such as Keynote.

And so you did not sync them to your iTunes library on the computer? If you did, then you could sync them to the new device from the old device.

I check in Apps Made by Apple and all the app from there is free without Pages and Numbers that are for 9.99E.
I can't understand what hapen

I made upgrade to ios 8 on iPhone 5s and the same.
I tried on Ipad2 with ios 7 and the same. (With the same account).

You will get direct help at an Apple Store, I don't know why you can't download the apps, you seem to qualify.

The problem solved. I contacted Apple on Chat and when I clicked on price tag which was showing, it asked me my Apple ID Password, which is my Touch ID and without asking for payment information and credentials, the download started.
If you have bought your device after 1st September 2013, this should work.
