Disabled id

The following has instructions: Apple ID: 'This Apple ID has been disabled for security reasons' alert appears

Try logging out of your account on your phone by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it and see if it then works.

If resetting your password and logging out and in hasn't fixed it then contact iTunes Support and see if they can tell you why it's disabled/locked and if they can re-enable it : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

Did they say what the unauthorised usage is ? Possibly the most recent reason is using a country's iTunes store when not in that country - the country that you are in is the same country as you have on your account ?

You have to be in a country to use its store, by using the US store when you are not in the US you have violated the store's terms which you agreed to.

If you log into your account and put your correct address (i.e. the address where you are) on it then iTunes Support may re-enable it.

You are prevented from logging into the account,, not just downloading content on it ? If you are prevented then you could try asking iTunes Support and see if they can correct your address/country for you, and if they can whether doing that will allow you to use the account again.
