I  I finally figured out a fix for this.  You sign out of the iCloud completely and you sign right back in and it works

GO to settings, scroll down to iCloud, click on it, scroll down to log out, press log out and wait for it to finish logging out, then log right back in with your iTunes password.  It will reset up your pictures, don't be alarmed they will disappear for a few minutes and then re download from the iCloud and that fixes the error.

Tried iCloud off/on and didn't help unfortunatly.

What I did find out though is, that iPhone screenshots (png), added to the iCloud photo library,

which I then try to a iCloud photo sharing are causing the issue.

iphone screenshot -> autoupload to photo library on ipad -> add to iCloud photo sharing : ERROR

iphone photo/camera -> autoupload to photo library on ipad -> add to iCloud photo sharing : OK

Strange. Anybody any further ideas ?

    Regards, Arnd

Dif you turn off the iCloud or log out?  It worked when I completely logged out and logged back in.

Yes. Logged out. This removed all non local pictures. Then logged in again. Pictures restored. Same issue with PNGs.

try going to settings, going to icloud, turning off the toggle switch for pictures, hard rebooting your phone.  Then logging out of icloud, logging back in, toggling pictures again and see if that works.

I am struggling with this, too. When I try to share a "Moment" from my Photos app on my iPhone 6 Plus, I get a progress meter labled "Preparing..." that quickly fills to 1/4 of a circle, then halts for several minutes. After that, inevitably, I get the error mentioned in the subject of this thread: "There was a error while preparing to share. Please try again later."

Would love to have a fix for this.

PPossible workaround which worked for me with videos at lease. go to iMovie app and use the cloud download icon there on the video then return to photos aop and try to share. Worked for me On ios 8.4. Looks to me like an issue where It needs the photo or video on local device to share correctly but it won't/isnot download(ed)

    BEnGillam solution worked for me,

apperantly the problem was that i had many photos and videos from iCloud in my iphoto app and they did not download to my ipad and even there were no thumbnails for them (so i saw allot of gray icons instead of photos),

the app was occupied by downloading these thumbnails, i saw a little round wheel next to the upper left corner of the screen indicating network activity by the iphoto app, when i closed the app (minimized it), the activity stopped, so i went to imovie as BenGillam suggested and scrolled through all the videos there, that caused the app to download all the video thumbnails, later i scrolled through my pages of photos and waited for them to display thumbnails,

after that there was no round circle / wheel and then the share successfully worked,

that saied - the icloud share is so slow, dont bother sharing more then 4-6 photos at a time

I was having this problem for a long time. Eventually I realized that pictures that didn't originate on my phone were the problem (eg, screenshots of snapchats). If you select photos that were taken on your phone, or photos that were taken an iPhone and sent to you via text that you then saved, they should upload fine. For screenshots, I was able to upload them to the cloud by screenshotting the picture in my library and then uploading the newer screenshot to the cloud. This is a little tedious, but I was able to upload all of my pictures to the cloud.

    I hope this helps!

I was having the same problem when I was trying to send pictures from PHOTOs.  I isolated problem to occurring only when I did not have a WIFI connection - i.e. when I was 3G only.  Turned out to be a settings problem. Went to Settings/Cellular/ USE CELLUAR DATA FOR and activated PHOTOS. Now it works like  a charm. Hopefully your solution is also this simple.
