I logged into my iCloud from my computer and the files were available there - I made sure to download them to my computer, then uploaded to my Google drive so I could access them through the Google drive app on my phone. Kind of a workaround but hopefully helps a few people!

Are you sure? It takes a while for them all to load.

From my experience this happens when you have your phone set to 'optimised'. This means that the image/ video is not stored on the phone itself, but in the cloud, freeing up space on your handset. However, when you do eventually fill up the handset, then decide you want to watch, send or view said item, it cant download it back to the phone (which it needs to do in order to send) due to lack of space.

If you find yourself in this situation then the only thing Ive found to work is to plug my phone into my computer, transfer all visable videos/pictures. Then go through them on my phone and delete the ones I can do without. This then free's up the space on my phone in order to download the the ones I really want.

Id advise having your 'Photos & Camera' settings set to 'Download and keep originals' to prevent this happening in the future. However, it does mean the space on your phone is pretty valuble and you're likely to need to take stuff off (maybe transfer to a hard drive) regularly. Another thing I've learned since my brother became a manager at Apple is that videos take up a lot of space on your phone when youve initially recorded them. If you transfer them to your computer, then back again, they appear smaller, using less storage space.

I've noticed lots of people on here saying that they are signing out of icloud then signing back in but find they are losing stuff. BACK UP FIRST. If you dont then you are likely to lose things and not get them back. If you did back up and find that a few things are missing, give it time. it's literally pulling all your stuff from the freaking sky, dont expect it there in minutes. Mine has sometimes taken hours

    Hope this helps someone

I think this has to do with whether there's a match between how originals are set on your phone and iCloud. I started running into the problem after I had to reset my phone to original settings. Eventually I realized that I had previously had the phone set to "optimize photos in icloud" and now it was set to "download and store photos on phone." Once I changed it back to "optimize photos in icloud" I was able to chose any photo for wallpaper and was also able to share photos normally. I hope that helps someone else.

What worked for me: (I have iCloud Photo Library enabled and Optimize iPhone Storage checked) I logged out of iCloud then logged back in. At first, all of my cloud pictures/albums were removed from the phone. When I logged back in it took a few minutes for everything to download again. I have over 2k photos and 15+ albums so it took a bit for it all to come back. After it was done I received the same error on the pic I was originally having problems with, but a few minutes later it worked! I guess it needed some time to "settle in" once everything was downloaded.

Also, keep the photos app open until the spinning wheel in the status bar disappears and see if that helps. That wheel indicates that media is being uploaded/downloaded. Hope it works for anyone else with this issue!

Thank you! FYI, if you have Notes they will be deleted during this process.
