When I set a ringtone to a phone number and set a default ringtone, the ringtone set to a phone number doesn't work. All calls use the default ringtone and the individual phone number ringtone is ignored.

I bought two iPhone 6, one has this problem and the other doesn't. I have updated to iOS 8.3 on both, been reading around, tried reset phone by holding down home and power button until apple icon appears, powered phone off and back on. Nothing worked, what's the real fix for this?
