Were these iPads recently in St Louis? If so it is possible that the location has not been refreshed yet. See this article under General Issues -
iCloud: Troubleshooting Find My iPhone, iPad, iPod touch, or Mac
If that is not the case, you may want to look at this article, which explains more about Location Services and why it may not be showing an accurate location -
iOS 7: Understanding Location Services
If this does not resolve your issue, I would suggest that you continue troubleshooting by quitting all other applications -
Test again. If not resolved, restart the iPad -
Turn your iOS device off and on (restart) and reset
And lastly if not resolved, back up your iPad's data and restore as a new device -
