Settings app > General > Accessibility. Is 'Reduce motion' enabled? Disable if that is the case.
There should be other zoom settings within accessibility too.
P.S. This is on iOS 7, I assume iOS 8 has a similar setting.

Do the usual tests…
Reboot the phone
Change your background to another image - also try the default wallpapers.
You can also backup the device in iTunes & restore iOS. It can sometimes help, but it can take a few hours if you have a lot of data to restore from the backup.

It suggests 'perspective zoom' is an option within the wallpaper settings (that could be an iPad only setting).
