How do I keep the top address bar in Safari showing all the time? It hides when I scroll, so I have to scroll up or tap it to use anything on it. It's an extra step I have to take each time that I didn't have to before. I don't need it hidden, there's plenty of space to read the page.

You cannot keep the address bar visible all the time. This is how Safari works now. Users were screaming for full page functionality in Safari like on the iPhone, so Apple accommodated.
And Now users are screaming at why its full screen... There just no pleasing people. 😉

Right, which is why there should be an option to show it or not like there are options to turn other things on or off.
That bar gives me like three lines of text at the top that I'm not even looking at. It adds nothing and makes me swipe the screen (losing my place) or tap the top (which is annoying). This is not better.

Is it really so difficult to ADD a feature without removing another? Or at the very least, leaving current settings available. If this would require the OS to grow in size, I can only ask why that isn't happening for other mobile OS's that DO have all these features and control settings.
Reading online some more, it appears the biggest complainers about needing full screen in mobile Safari are the online game makers. It apparently hides their controls. Boo hoo...

That's not an invalid complaint. Some users prefer the bar to be persistent, others want it to hide. The default has always been (and remains to be on desktop) the bar showing persistently; hiding it seems an additional feature, and the option to have it show persistently should not be taken away.

I agree that there was no reason to not include an option to keep the bar persistent (and the default should be what the majority wants), but Chrome has been doing this on Android for years with no option to disable it, and since I use an Android phone, it's very annoying, especially when I'm reading an article, just want to look something up, and have to swipe and lose my scroll place just to open a new tab.

You shouldn't have to swipe back up the screen, if I tap the part of the bar that still shows then the rest of the bar (tabs and icons) reappears, so I don't lose my place on the page - does that not happen on your iPad ? My iPad is on 8.1.3
However you do it in whatever browser you're in on whatever device you're using, it's still not glanceable information and is still an extra unnecessary step that can be avoided with an option that they think we're too stupid to use.

You don't need to scroll back up. Just tap once close to the top of the screen, and the bar will appear as if by magic.
