Q: Carrier Unlock Approved, iTunes won't report "Congratulations Your Phone is Unlocked"

I recently sold my iPhone 5 (AT&T) to make way for an iPhone 6 Plus. Before selling I went to the unlock request site for AT&T, submitted the IMEI for unlock, and later was emailed that I was approved for unlock. Before selling I disabled "find my iphone", did an erase all, and set up the phone as new in iTunes. When I did the step in iTunes I got a notification about "updated carrier settings", so I assumed that was the unlock.

 

Fast forward the person I sold the phone to is trying to use it with Tmobile and it's telling him the SIM isn't valid. In doing research it seems there is a "Your Phone is unlocked" message in iTunes. I do not remember seeing that.

 

I can still go to the AT&T page and lookup the unlock request by IMEI and Request Number and it still reports that the phone is unlock approved!

 

Any step I'm missing? What exactly triggers the unlock sequence with Apple's servers?

 

On the same day that I made the request for iPhone 5, I also requested an iPhone 4 and iPhone 4S. I don't remember seeing the iTunes message there either (did get the carrier update message though) but the buyers of those 2 phones have not had an issues. Only this one iPhone 5.

 

Any advice?
